Director Morris is a proud graduate of California State University, Fullerton, where he earned a Bachelor of Arts in History. Since 1991, he has successfully owned and operated the Andrew Morris Insurance Agency in Wildomar. His long-standing dedication to the community was recognized in 2021, when he was honored as the Murrieta/Wildomar Chamber of Commerce Citizen of the Year.
A committed civic leader, Director Morris currently serves as Treasurer of the Wildomar Rotary Club and holds several key leadership roles, including Board President of the Meeks and Daley Water Company, Chair of the Santa Rosa Regional Resource Authority, and Chairman of the Board for The California Water Insurance Fund.
He also represents the District at numerous community and interagency meetings, including the Water Planning Committee, Rancho California Water District Group Meeting, Western Municipal Water District Group Meeting, Farm Mutual Water Company, Lake Elsinore Unified School District, Murrieta City Council, Murrieta/Wildomar Chamber of Commerce Student of the Month Program, Wildomar City Council, Wildomar City Group Meeting, Lake Elsinore and San Jacinto Watersheds Authority, and the Association of California Water Agencies Joint Powers Insurance Authority (ACWA JPIA).
First elected to the Board in November 2010, Director Morris has held several leadership positions over the years—Treasurer (2012 and 2015), Vice President (2013 and 2022), and President (2014, 2019, 2020, 2023 and 2026) reflecting his enduring dedication to public service and regional collaboration.
