The Water Employee Services Authority (WESA) was established as a joint powers authority between EVMWD and Meeks & Daley. As a joint powers authority, WESA provides professional water and wastewater staffing services to both agencies.
WESA is committed to managing our natural resources to provide reliable, cost efficient and high quality water and wastewater services for the communities we serve, while promoting conservation, environmental responsibility, education, community interaction, ethical behavior, and recognizing employees as highly valuable assets.
WHAT EMPLOYEES HAVE TO SAY

Since joining WESA in 2007, not only am I surrounded by brilliant, friendly, and talented people, but I have been provided many opportunities for personal and professional development. It is a great place to work. It is challenging and rewarding. I could not imagine working any place else.Daryl ConnerMaintenance
WESA is hands down the best place I have ever worked for. I have never been so happy to come to work and strive to better myself. Every single person at the District lends a helping hand with a smile on their face. I honestly cannot thank the WESA staff enough for what I have learned and I can take with me throughout my career.Jesse AmezcuaWastewater
WESA is a wonderful place to work, unlike any other organization I’ve been with. I feel valued not only as an employee, but as a colleague too. I feel very fortunate to have been given the opportunity to work at such a special place.Skyler MunsonBusiness Services
As a joint powers authority, WESA is better positioned to recruit and retain high quality employees with benefits that surpass what was available through either of its member agencies independently. Primary among the benefit improvements is adoption of a 2.7% at 55 retirement plan through the California Public Employees Retirement System (PERS).
It is also important to note that WESA provides the same high quality labor-related services to both EVMWD and Meeks & Daley at a lower cost than either agency would have experienced had WESA not been formed. Such savings are passed on to customers through reductions in future water rate increases.
The WESA Board of Directors and executive staff are progressive and looking to the future in many areas of endeavor. Their long view of continuous improvement gives WESA employees opportunities to be directly involved in initiatives that are pushing technology and management advances in the water industry. WESA is an emerging agency in a fast-growing community where employees have an opportunity to make a difference. Employees can apply their expertise to improve processes and projects to better serve the community. WESA is large enough to have the resources to improve itself, but small enough to implement decisions quickly.
WESA employees are highly qualified water industry professionals who care about their customers and the environment. The WESA team is made up of plant and field operators, construction crews, engineers, accountants, customer service professionals, electricians, mechanics, executives and a host of trade workers and other professionals. Many of WESA’s employees are industry-certified in their fields of expertise.
